You say, in draft form, the message which I sent to the Governor (154) warning him that we may not be able to put him in a position to make an announcement before the end of the year. You have also no doubt seen his reply (157) enumerating the difficulties that will arise if there is not an early decision and his official telegram (158) giving the reactions of the unofficial Members of the Executive Council.
Mr. Wallace has been closely in touch with Mr. Serpell over this matter and there is, I think, some reason to hope that we shall get Treasury concurrence in time to enable us to send off the reply next Monday. The fact that we are in this position is entirely due to the intensive work which Mr. Wallace has put in on the points raised by the Governor in No. 146. These points, which included an entirely new proposal costing an additional $2 million per annum, were by no means easy to deal with quickly.
